In governance terms, workforce strategy increasingly unfolds in environments characterised by volatility, uncertainty and structural complexity. Frameworks such as VUCA are often used to describe these conditions, highlighting how institutional resilience depends not only on immediate responses but on the capacity to anticipate systemic disruptions.<\/p>\n\n\n\n
For decision makers, the question therefore extends beyond operational staffing. It concerns how systems balance immediacy and strategic foresight when designing the institutional foundations of their workforce capacity.<\/p>\n\n\n\n
